Quality Standards

The HPass Quality Standards draw together best practice in humanitarian learning and assessment from across the global humanitarian sector. Four hundred organisations were consulted in order to develop them – the first time such an exercise has been undertaken on this scale.

The standards are available in the form of handbooks and can be used by your organisation as guidance documents, and to review and improve the quality of the humanitarian learning and assessment you provide.

There are two sets of Standards, each contained in a handbook:

  • Humanitarian Learning Standards
  • Standards for Assessment of Humanitarian Competencies

Each handbook contains eight standards designed to support learning and assessment providers to reflect on and improve delivery of their services. The standards recognise that a wide variety of organisations are involved in the provision of humanitarian learning and assessment, from small providers operating at a local level, to large international NGOs with their own internal learning departments.

In addition to the Standards themselves, there are a number of complementary resources to help you implement the standards in practice.

  • At-a-glance guides summarising each set of Quality Standards
  • Self assessment forms enabling you to assess your organisations against each set of Standards, identify strengths and weaknesses and address any support needs
  • Quality Manual setting out a process for organisations to be externally reviewed against the Standards and achieve HPass Certified Status.

Humanitarian learning standards

What are the learning standards?

The Humanitarian Learning Standards aim to improve the quality of learning for people involved in humanitarian action, and so allow them to be more effective in helping communities who are vulnerable to or affected by crises.

The standards provide criteria to measure the quality of learning for people involved in humanitarian action. You, the learning provider, can use them as a basis for checking your performance and to guide improvements.

Who are these standards for?

These standards are for organisations, companies, departments and institutes who provide learning services to anyone involved in humanitarian action in whatever capacity.

Standards for the Assessment of Humanitarian Competencies

What are the standards for the assessment of humanitarian competencies?

The standards for the assessment of humanitarian competencies aim to improve the quality of assessment linked to humanitarian action and give people confidence in their ability to help communities who are vulnerable to or affected by crises.

The standards provide criteria to measure the quality of assessment of competencies for humanitarian action. You, the assessment provider, can use them as a basis for checking your performance and to guide improvements.

Who are these standards for?

These standards are for organisations, companies, departments and institutes who provide assessment services to anyone involved in humanitarian action in whatever capacity. Assessment services are defined as a process where individuals’ competencies, knowledge, skills and behaviours are evaluated and recognised by an independent assessment provider. You can use the standards to guide external assessment provision, or include them as part of your organisation’s internal human resources and recruitment function.
